VDOT Real Estate and Land Use Unit Manager

The VDOT Real Estate and Land Use Unit Manager will serve as senior counsel to the Virginia Department of Transportation with respect to land use, right of way, acquisitions, eminent domain, inverse condemnation, real estate closings, and other real estate matters.  The work supports complex transportation projects and presents novel real estate challenges and cutting-edge real estate work.  Much of the work deals with right of way acquisitions, whether they be voluntary or by eminent domain. The attorney will be responsible for working with a team on each project, including outside counsel, eminent domain coordinators, land surveys, and regional executives.  Knowledge of broadband and other utilities as well as cell tower leasing is preferred.  The attorney will serve as lead counsel or supervise the work of other assistant attorneys general and outside counsel serving as lead counsel in numerous real estate litigation matters, including eminent domain cases.

As Unit Manager, and in collaboration with the Section Chief, the attorney will provide day-to-day supervision of the workload and work product of a team of attorneys and support staff within the VDOT RELU Unit.  The ability to work effectively with attorneys working from locations around the Commonwealth is essential.  This includes providing regular feedback to attorneys and support staff on their work, seeking out opportunities for attorney and staff development, and understanding each team member's professional goals.  The Unit Manager is responsible for supervising the dispute resolution, administrative claim, and litigation work of the attorneys in the RELU Unit and directing strategy.

This position is located in Richmond.  The position offers flexible hybrid work options and reports to the Chief of the Transportation, Infrastructure and Construction Section.  As with all positions, other duties as necessary or appropriate may also be assigned.  Some overnight travel may be required.

QUALIFICATIONS: The RELU Unit Manager must have demonstrated experience leading complex real estate transactions (sales, purchases, leases, easements and rights of way); familiarity with titles and surveys; knowledge of Commonwealth laws and regulations VDOT real estate issues; and experience advising senior level executives and government officials.  Experience with public financing, interstate compacts, and regional planning authorities a plus.    Candidates should have experience advising on operational risk as well as the ability to communicate well with all levels of understanding regarding legal issues.  Candidates must have excellent written and oral communication skills and be able to lead a team of professionals, including attorneys, outside counsel, title agents, surveyors, and outside counsel.  The qualified individual must be admitted to or eligible for prompt admission to the Virginia State Bar.
