The Virginia Office of the Attorney General seeks an attorney to serve as a senior advisor to and attorney for Commonwealth entities exploring, executing and administering projects under the Public-Private Transportation Act and Public-Private Education Act.   Virginia has some of the most esteemed P3 projects developed in the country and anticipates additional exciting project opportunities in the future. 





The P3 Senior Advisor will serve as counsel for and an advisor to all Commonwealth entities seeking to review, execute and administer projects under the Public-Private Transportation Act and Public-Private Education Act.  The attorney filling this position primarily will serve as counsel to agencies within the Transportation Secretariat but should anticipate working with any other Commonwealth entity seeking to employ a P3 approach to fulfilling public project needs.  The attorney will supervise attorneys working on P3 projects within the OAG as well as outside counsel.  This position is located in Richmond, but consideration can be given to working from the OAG's Fairfax or other offices.  The position offers flexible hybrid work options and reports to the Chief of the Transportation Section.  As with all positions, other duties as necessary or appropriate may also be assigned.  Some overnight travel may be required.

QUALIFICATIONS: The P3 Senior Advisor must have demonstrated experience with complex P3 projects, both in the review, negotiation, contract preparation and procurement stages as well as the operational period.   Experience with public financing, such as bonds and TIFIA loans, also required.  Candidates should have experience advising executives regarding project financial terms and procurement and operational risk as well as the ability to communicate well with all levels of understanding regarding legal issues.  Candidates must have excellent written and oral communication skills and be able to work well within a small team of professionals.  The qualified individual must be admitted to or eligible for prompt admission to the Virginia State Bar.
