TECHNOLOGY & PROCUREMENT LAW SECTION

DUTIES:  The Technology and Procurement Law Section Chief reports to the Deputy Attorney General for the Government Operations & Transactions Division, provides legal advice and representation to Section clients as necessary, and is responsible for the performance, training, and evaluation of Section attorneys who advise and represent Commonwealth agencies on public procurement and contracting matters, technology-related law, commercial transactions, including technology contracts and licensing, intellectual property, conflicts of interest, government agency administration, associated litigation, and other matters as needed.  The Section also administers the Commonwealth’s statute prohibiting bad-faith assertions of patent infringement and leads the Office’s statutory review of high-risk contracts.  Client agencies for which the Section is primarily responsible include the Virginia Information Technologies Agency, Department of General Services’ Division of Purchases and Supply, Information Technology Advisory Council,  Virginia Innovation Partnership Authority, Identity Management Standards Advisory Council, Data Sharing and Analytics Advisory Committee, Virginia Foundation for Healthy Youth, Secretary of Administration (for intellectual property, procurement, supplier diversity, and data sharing issues), Department of Small Business and Supplier Diversity, State Corporation Commission (for procurement issues), Office of the Attorney General (on procurement and contract issues), Broadband Advisory Council, and Virginia Biotechnology Research Partnership Authority.

QUALIFICATIONS:  Applicants should have demonstrated knowledge and proficiency in contract law, technology-related law, cloud-services, data privacy, public procurement, commercial transactions, including technology licensing and acquisition, and government administration laws; excellent written and oral communication skills and interpersonal skills; and prior experience representing client agencies in State courts.  The ideal candidate will have at least ten years of relevant legal experience; prior management or supervisory experience is preferred.  Applicants must be admitted to the Virginia State Bar.

SALARY:  Starting salary commensurate with experience and qualifications.
