JOB DESCRIPTON: The Office of the Attorney General is seeking a Financial Services Specialist, Accountant Senior, to provide financial support and services to include maintaining, calculating, researching, validating and performing data input for various accounts payable transactions. Transactions include, accounts payable, travel, small purchase charge card usage, petty cash, and other related fiscal service transactions.


DUTIES:  Responsible for ensuring all types of financial transactions are processed accurately, timely, and in strict conformance with Agency Policies and Commonwealth’s Accounting Policies and Procedures (CAPP) and Virginia Prompt Payment Act for the Office of the Attorney General-Department of Law and Division of Debt Collection.  Ensures office utilizes and is in compliance with Small Purchase Charge Card (SPCC) program. Maintain transaction logs for incoming mail and voucher/journal numbers. Documents and updates desktop procedures. Prompt Pay monitoring monthly and quarterly reporting. Performs Cardinal reporting downloads daily, weekly, and monthly for reconciliation.  Responsible for reconciling financial data and assisting with related end of year financial statement attachments and schedules. Responsible for Fixed Asset and Lease Programs. Provide excellent customer service to internal and external customers in a timely and professional manner.


Minimum Qualification: Selected candidate should have experience with accounts payable or bookkeeping; knowledge of accounting and business principles sufficient to monitor and analyze data; experience performing data entry into automated financial systems; ability to interpret and apply policy, procedures and implement procedural and transactional changes; skill in handling multiple tasks simultaneously and organizing work to meet deadlines; experience with file management to include scanning, purging, and disposing of files in accordance with records retention guidelines and schedules. Computer skills needed include Microsoft Office Programs and experience using an automated accounting system.

Preferred Qualifications: Experience applying knowledge of CAPP. GAAP, governmental accounting and internal controls. Knowledge and experience processing financial transactions; Knowledge and experience performing account reconciliations. Experience with fund accounting and governmental accounting. Experience developing and delivering technical guidance on fiscal matters.  Experience with Small Purchase Credit Cards.  Experience in training (one on one or large groups). Working knowledge of internal control processes and procedures related to business processes. Graduation from college or university with major studies in Accounting, Finance or related field is preferred.  Experience may substitute for education. 


Salary: Commensurate with experience.
