RICHMOND (June 2, 2014)--Attorney General Mark R. Herring has designated Assistant Attorney General James Noel to serve as dedicated, in-house counsel for the Virginia Port Authority. Noel will take the Port's legal work from Richmond to its Norfolk headquarters to provide more accessible, high-quality legal services for one of the state's key economic development assets.


"The Port is a critical piece of our Commonwealth's economic strength and one of our greatest engines for growth," said Attorney General Herring. "The Port is also a complex operation which requires a wide range of legal services. I hope that by providing dedicated, in-house counsel for the Port we can support it as it continues to grow and fulfill the vision of the Governor and the Board."


Legal work for the Port had previously been performed by a number of career attorneys working out of the Attorney General's Richmond office, with Noel serving as lead counsel. This arrangement, which is similar to the Attorney General's staff who serves each of the state's colleges and universities, will better integrate the Port's attorney within its day-to-day operations.


Noel is a graduate of the University of Virginia and the William and Mary School of Law. He has served in the Attorney General's office since 2011, and has served as lead counsel for the Port for more than a year.

The appointment was effective May 27, 2014.
