David Malakouti, Central Virginia: David worked as Alternative Programs Coordinator as well as a Victim/Witness Specialist for the Office of the Commonwealth’s Attorney in the City of Richmond. Mr. Malakouti received his Bachelor’s from Virginia Commonwealth University where he majored in Psychology and minored in Criminal Justice. Mr. Malakouti also received his Master’s degree from Virginia Commonwealth University in Criminal Justice.

Debbie Bell, Roanoke: Prior to joining Attorney General Herring's office, Debbie worked with the Criminal Investigations Division of the Roanoke County Police Department and the Virginia Tech Alumni Association.

Amy Duncan, Mountain Empire Region: Before joining the Office of Attorney General Herring, Amy taught elementary school students for 19 years, and worked in the medical field where she piloted the first Medication Reconciliation program at The Medical Center in Johnson City, Tennessee.

Michele Leith, Northern Virginia: Prior to joining Attorney General Herring's office, Michele worked for a variety of human services and social services agencies in Northern Virginia serving diverse populations including victims of crime and violence and their loved ones, mental health service recipients, human trafficking victims, public school students, and the homeless.

William Shackleford, Hampton Roads: William has a background of working with diverse populations. His background includes time with the Hampton Department of Human Services as an eligibility worker. He also worked for 8 years as a Family Engagement Specialist in Hampton City Schools. Just before joining the Office of Attorney General Herring, William served as the Community Outreach and Education Coordinator for the Commonwealth’s Attorney’ s Office in the City of Newport News.

Theresa Scales, Project Safe Neighborhood: Before joining the Office of Attorney General Herring, Theresa was a Special Education Teacher for Norfolk Public Schools and a case manager with a Non-Profit agency that worked with abused children that had been removed from their natural homes. Theresa also worked as a Juvenile Probation Officer with the Commonwealth of Virginia's Department of Juvenile Justice and a Juvenile Parole Officer with the Norfolk Court Service Unit.

Randy Davis, Central Virginia: Healthcare Fraud & Elder Abuse: Randy Davis is a native of North Carolina, but has spent most of his life in Richmond. He worked for local radio and television stations for 28 years before becoming a state employee. He has been with the Attorney General's Office since 1999. Randy has served as the Attorney General’s Director of Communications and later as his Director of Programs until 2009, when he transferred to the Medicaid Fraud Control Unit. Today, he serves as the Unit’s Community Outreach Coordinator for Central Virginia, where he spreads the word about the growing crimes of healthcare fraud and elder abuse. Randy and his wife, Jane, have been married 43 years, raised two children and immensely enjoy playing with their six grandchildren.
